UIPI welcomes European Parliaments report on housing following plenary vote

The International Union of Property Owners (UIPI) welcomes the European Parliament’s plenary adoption of the Report on the Housing crisis in the European Union with the aim of proposing solutions for decent, sustainable and affordable housing in the European Parliament, today on 10 March 2026. Once again, we congratulate the Rapporteur, Mr. Borja Giménez (EPP), together with the Shadow Rapporteurs, on their work in shaping a shared European approach to housing challenges.
The report constitutes the European Parliament’s balanced response to mounting housing pressures across the EU and represents a significant political milestone, being the result of the Parliament’s first ever Special Committee on the Housing Crisis in the European Union’ efforts.
UIPI supports the drive for more affordable, decent, and sustainable housing. We welcome the report’s recognition that effective housing policy must balance the social function of housing with respect of private ownership, a dual approach essential for stable, fair markets that serve all parties. We particularly value the focus on expanding supply through reducing administrative burdens and fostering a predictable, investment-friendly framework that can encourage long-term investment in housing.
Furthermore, by acknowledging the distinct challenges faced in urban, rural, and outer regions, the report takes a vital step toward a comprehensive understanding of Europe’s diverse housing realities. Ultimately, the report also recognises that meaningful progress will depend on solutions that respect the principle of subsidiarity. Policies must reflect the diversity of housing systems across Member States, remaining flexible enough to respond to local market structures and social contexts. Recognising these differences will be essential to ensure that European initiatives translate into effective, sustainable results on the ground.

“The strength of this report lies in its ability to bridge competing views into a high-level compromise. By transforming diverse perspectives into a unified roadmap, the Parliament has provided its foundational stone to the EU’s policy architecture, alongside the other institutions. While the European Union can provide guidance, frameworks and policy toolboxes, concrete action will largely depend on national, regional and local authorities. Owners’ associations across Europe remain fully engaged and ready to turn this balanced vision into results on the ground.”
