UIPI welcomes European Parliament’s HOUS Committee vote on Housing Report
PRESS RELEASE
10 February 2026
Brussels
The International Union of Property Owners (UIPI) welcomes the adoption of the Report by the Special Committee on the Housing Crisis in the European Union (HOUS) in the European Parliament yesterday, 9 February 2026. We congratulate the Rapporteur, Mr. Borja Giménez (EPP), together with the Shadow Rapporteurs, on their work in shaping a shared European approach to housing challenges.
The report represents the Parliament’s contribution to addressing housing pressures across the European Union. UIPI particularly welcomes the essential role of property rights as a cornerstone of well-functioning housing markets, and need to respect the principle of subsidiarity. We also value the clear acknowledgment pragmatic measures to increase housing supply, including the simplification of administrative procedures and the promotion of a stable, investment-friendly environment as well as the recognition of rural challenges alongside those of urban areas.
While UIPI supports the overall direction of the report, we continue to insist on ensuring sufficient flexibility for diverse national and local housing markets which are essential to achieving the report’s objectives.
The report now moves to a final vote in the European Parliament’s Plenary session in March, after which it will contribute to the European Commission’s work on implementing the European Affordable Housing Plan.

The interests of the sector we represent correspond to the concerns and needs of a substantial part of the European population. As shown by Eurostat, almost 70% of EU citizens are owner-occupiers, whereas almost another 20% of the population is housed in the private rented sector.
