Scaling up renovations: tools and strategies for Serbia

The International Union of Property Owners (UIPI), together with its Serbian member, the Network for Restitution in Serbia, organised a workshop in Belgrade that brought together property owners, renovation experts and Serbian pioneers of one-stop shops for building renovation to discuss practical tools and strategies to advance building renovation in the country. 

As Serbia continues its EU accession path, aligning with European renovation objectives presents both opportunities and challenges for the national construction and real estate sectors. The workshop served as a platform to exchange insights on recent EU policy developments and to examine how these can be adapted to the Serbian context. 

Discussions were guided by the recently adopted Energy Performance of Buildings Directive (EPBD), with a focus on three key instruments to accelerate the renovation wave: 

  • The central role of one-stop shops to support property owners
  • Building renovation passports and other automatised diagnsosis tools
  • Modular and industrialised renovation solutions 

Participants explored how these approaches could be effectively implemented in Serbia, drawing on examples from across Europe, and considered ways to better support local actors in the renovation of the building stock.

The workshop is coorganised with the support of EU-funded projects BuildUPspeed, CondoReno, OneClickRENO and RENPOWER. UIPI warmly thanks the Network for Restitution in Serbia for hosting the event and contributing to a fruitful exchange in Belgrade.
