Inspiring synergies to develop one-stop shops for renovation in Spain

On 5 December 2025, UIPI hosted the online event “Inspiring synergies to develop One-Stop Shops for Renovation in Spain”, bringing together construction sector stakeholders, including property owners, industry experts, and OSS practitioners. The session aimed to share practical tools, successful approaches, and lessons learned from other European initiatives to strengthen OSS models in Spain.

The discussion confirmed that while the theory behind one-stop shops (OSS) is solid, putting it into practice is far more complex. Trust, communication, and collaboration emerged as recurring themes. A key challenge remains reaching the end user: many property owners are insufficiently informed, face highly bureaucratic procedures, and often distrust the effectiveness of subsidies. As a result, even well-designed OSS models struggle to generate the closeness, trust, and simplicity needed to engage citizens effectively. Another recurring observation was that energy renovation is rarely a top priority for owners, which makes motivating investment and communicating tangible benefits a continuing challenge.

The session also highlighted the essential role of local authorities. Their active involvement can reduce costs, simplify procedures, accelerate licensing, and support outreach, making OSS models more accessible and effective. At the same time, fostering cooperation among property owners and strengthening the role of condominium managers (who are often voluntary, lack formal training or incentives to coordinate renovation processes) are critical to bridging the gap between citizens and renovation services.

The session also focused on the tools that support the daily running of the OSS services, and showcased examples of CMS software that streamlines client information management and reporting, building renovation passport models and an open-source matchmaking platform to connect supply and demand.

This session was organised within the framework of the INSPIRE-US project in collaboration with RENPOWER, CondoReno, OneClickRENO, BuildUPspeed and GIDOMUS, all LIFE  initiatives funded by the European Union.
