UIPI responds to the public consultation on the integrated framework for European climate resilience and risk management

On 16 February, UIPI submitted its feedback to the European Commission’s public consultation on the forthcoming integrated framework for European climate resilience and risk managementScheduled for adaption in the final quarter of 2026, this framework is a strategic initiative aimed at significantly enhancing the EU’s preparedness for and resilience to climate impacts. 

The costs and damages from weather extreme events in Europe has been growing over the last years, and it is expected to continue to rise. Climate change is affecting, and will increasingly affect, all parts of society, with the building sector being no exception. As the largest European association representing individual homeowners, co-owners and private landlords, UIPI acknowledges the critical support that must be directed to property owners to support them with resilience and adaptation measures. 

In particular, UIPI urged that: 

  • While climate adaptation must be addressed at all levels, public authorities and insurance companies bear a primary responsibility to take proactive measures against threats or risks within our society. 
  • To bridge the significant investment gap, the EU should provide more targeted funding and simplified access to programs. This is especially vital for municipalities and regions with limited administrative capacity to manage complex resilience projects. 
  • Member States must strengthen local capacities, reduce bureaucracy and ensure reliable co-financing for climate adaptation and infrastructure projects. 
  • Ensure affordable and accessible insurance for all property owners. Introducing mandatory climate insurance obligations will only add further financial burdens on owners.
