In its feedback, UIPI underlined that while housing policy remains primarily a national and local responsibility, the EU can play a crucial coordinating role. The forthcoming strategy should focus on simplification, coherence, and investment predictability, ensuring a more efficient and future-proof construction sector.
We stressed that lengthy permitting procedures, rising construction costs, and fragmented national regulations are among the biggest obstacles to housing delivery. UIPI called for streamlined digital permitting systems, mutual recognition of professional qualifications, and support for innovative and sustainable building methods such as offsite modular construction, which are often held back by regulatory and insurance barriers.
