UIPI responds to the EU Electrification Action Plan
The European Commission is preparing an Electrification Action Plan to accelerate the switch from fossil fuels to electricity across all sectors, buildings, transport, and industry, as part of the EU’s 2040 Climate Target Plan. While the objective is clear, the path to a fair and cost-effective transition must also protect households and property owners.
UIPI submitted its views to the Call for Evidence (deadline 9 October 2025) and will continue engaging in the Public Consultation (open until 20 November).
In its reply, UIPI stresses that the Electrification Plan will only succeed if it ensures affordability, stability, and fairness for property owners. Key points include:
- Affordable and stable electricity prices: The shift to electrification must not deepen energy price volatility or household burdens.
- Grid readiness and investment: Europe urgently needs massive upgrades to low- and medium-voltage grids financed without overburdening consumers.
- Smart and digital grids: Physical expansion must go hand in hand with digitalisation to enable flexible, system-friendly electrification.
- Technological neutrality and policy stability: Owners must be free to choose the most suitable decarbonisation solutions, supported by stable long-term policies.
- Empowered consumers: Enforcing rights to energy sharing and simplifying local rules for on-site renewables can make citizens real actors of the energy transition.
UIPI also calls for strong financing instruments, both at EU and national levels, to support household electrification and building upgrades, ensuring the transition remains socially fair and economically viable.
