UIPI welcomes European Parliament draft report on the housing crisis

The International Union of Property Owners (UIPI) welcomes the draft report on the housing crisis published by the European Parliament’s Special Committee on the Housing Crisis (HOUS). This Special Committee, created at the end of 2024, was tasked with examining the causes of Europe’s housing challenges and proposing solutions for decent, sustainable and affordable housing.

The report recognises the diversity of housing challenges across Europe and rightly stresses that, while housing policy remains a national competence, the European Union can contribute by addressing cross-border drivers of supply and demand, provided it respects the principle of subsidiarity. 

UIPI particularly welcomes the strong reference to the right to property as a foundation for both stable democracies and resilient housing markets. The report also underlines the need to address the crisis by boosting housing supply, reducing regulatory burdens, and avoiding counterproductive interventions such as rent controls. 

UIPI thanks Rapporteur Borja Giménez Larraz and his team for their work and their openness to dialogue with stakeholders. Many of the concerns raised by property owners are reflected in the draft, which provides a strong basis for further discussion. 

As the report now enters the amendment stage, UIPI remains committed to constructive engagement to ensure that the final text delivers balanced and workable solutions for Europe’s housing sector.
