The Office of the Commissioner for Human Rights was established in 1999 as an independent institution within the Council of Europe. In accordance with his mandate, and without excluding the possibility of complementary actions, the Commissioner focuses his activity on four main areas. These are the promotion of the education in and awareness of human rights, the encouragement for the establishment of national human rights structures where they do not exist and facilitate their activities where they do exist, the identification of short-comings in the law and practice with regards to human rights and, lastly, the promotion of their effective respect and full enjoyment in all the member States of the Council of Europe.

The Council of Europe is the continent's oldest political organisation, founded in 1949. It groups together 46 countries, including 21 countries from Central and Eastern Europe, it has application from 1 more country (B?larus), it has granted observer status to 5 more countries (the Holy See, the United States, Canada, Japan and Mexico), and it is distinct from the 25-nation European Union, but no country has ever joined the Union without first belonging to the Council of Europe. The European Council has its headquarters in Strasbourg, in north-eastern France.

The Council is the main decision-making body of the European Union.
The ministers of the member states meet within the Council of the European Union. Depending on the issue on the agenda, each country will be represented by the minister responsible for that subject (foreign affairs, finance, social affairs, transport, agriculture, etc.).
The Presidency of the Council is held for six months by each member state on a rotational basis.

The Convention for the Protection of Human Rights and Fundamental Freedoms was signed in Rome on 4 November 1950 and entered into force in September 1953. The European Court of Human Rights based in Strasbourg is the only European Institution that has among its duties the direct protection and safeguarding of private Property Rights. Practically it is the only refuge for those whose property rights are violated!

Description:
It is the responsibility of the European Court of Justice to ensure that the law is observed in the interpretation and application of the Treaties establishing the European Communities and of the provisions laid down by the competent Community institutions. To enable it to carry out that task, the Court has wide jurisdiction to hear various types of action. The Court has competence, inter alia, to rule on applications for annulment or actions for failure to act brought by a Member State or an institution, actions against Member States for failure to fulfil obligations, references for a preliminary ruling and appeals against decisions of the Court of First Instance.

New Zealand Property Investors? Federation, (NZPIF) is the umbrella body for 20 local Property Investors' Associations throughout New Zealand. Each Association is an independent autonomous body in its own right. Their purpose is to enable property investors to network together, become more professional and therefore more successful in their property investments.
NZPIF maintains a political lobbyist, as residential rental properties are governed by the Residential Tenancies Act, 1986 and cannot be contracted out of. In negotiations with Government, as a New Zealand body, we have more influence than a single local Association would have.

It is our role to alert Governments and the world community to the daily reality that these standards are too often ignored or unfulfilled, and to be a voice for the victims of human rights violations everywhere. It is also our role to press the international community to take the steps that can prevent violations, including support for the right to development.
